New Names Added to Shortlist for Chief Administrative Secretary Positions
The Public Service Commission (PSC) has updated the list of candidates it had initially shortlisted for the Chief Administrative Secretary (CAS) positions. The new list has increased the number of candidates from 224 to 240. PSC Chairperson, Anthony Muchiri, released a follow-up notice indicating that the updated list replaces the previous one that was published in print media on February 21, 2023. However, no reason was given for the revision. Interviews for the shortlisted candidates are set to commence on March 1, 2023.
The new list includes Benjamin Washinali, a former MP for Mumias East who opted not to defend his seat during the 2022 General Election. Washinali served three terms since his election in 2007 on an ODM ticket. He was later re-elected on a Jubilee ticket and had been a close ally of President William Ruto, which cost him his National Assembly Majority Whip seat in 2020.
Allan Kosgey, a former Nandi gubernatorial candidate on Ruto's UDA party who lost to Governor Stephen Sang during the party nominations, has also been included in the updated shortlist. Others on the list include former Baringo Speaker, Kiplagat David Kipkorir, former Kibwezi West MP UDA candidate, James Kimanthi Mbaluka, former Mandera Senator Mohamed Maalim Mohamud, former Kenyan Ambassador to Saudi Arabia Mohamud Ali Saleh, Loice Chepchirchir Rono, former Migori County Assembly Minority Leader Nicholas Ngabiya Rioba, David Sande Oyolo, Mohammeddin Ibrahim Ibrein, and Lucy Mihiuko Muchoki.
The previous shortlist included former Soy MP Caleb Kositany, former Jubilee MP Gideon Keter, and former Digital Strategist at then-Deputy President William Ruto’s office, Dennis Itumbi.
All candidates are required to present original certificates, clearance certificates from the KRA, HELB, a registered Credit Reference Bureau, a police clearance certificate, and a self-declaration form signed by the EACC, during the interview.
The public has also been invited to submit credible information about the shortlisted candidates.
