MP Babu Owino Proposes Monthly Stipend for Unemployed Graduates and Free Education for All


MP Babu Owino Proposes Monthly Stipend for Unemployed Graduates


Embakasi East Member of Parliament, Babu Owino, has announced his intention to present a proposal to Parliament which would provide unemployed graduates with Ksh10,000 per month from the government. Speaking at the Parliament buildings on February 16, Babu stated that university students should also be exempt from financial constraints.


Babu expressed his desire to improve the living standards of ordinary citizens, stating that every university graduate should receive ten thousand shillings on a monthly basis until they secure employment. In addition, he proposed an amendment to an Act of Parliament which would eliminate interest fees on Higher Education Loans granted to university students. Babu emphasized that this amendment would remove the burden of interest on the shoulders of comrades who have cleared campus and are currently carrying HELB loans.


Regarding the state of education in the country, the MP argued that Kenya should implement free education at all levels. Babu proposed an amendment to the act that would transform HELB into a grant rather than a loan.


Babu also addressed the issue of low salaries for professionals, noting that the remuneration of Kenyans in various professions should be reviewed. He proposed an amendment to the Salaries and Remuneration Commission (SRC) act that would ensure that the salaries of doctors, nurses, and other professionals are regularly reviewed and increased.
